Windrose Vision specializes in program evaluation and policy analysis for the federal government, foundations, and non-profits. We have multiple federal contracts and may hire more than one position from this posting. 

RESPONSIBILITIES: We are seeking a Senior Research Methodologist/Evaluator to provide methodological guidance and evaluation expertise on large projects with the federal government. The ideal candidate will have experience in research design methodology and implementing evaluation plans, providing leadership and education for the client and project team, mining data, interacting with federal officials, and analyzing qualitative and quantitative data.

Responsibilities include:

1. Conduct research and evaluate the effectiveness of programs: Develop logic models, identify research design, and develop and implement evaluation plans. Develop questions for surveys, interviews, and focus groups. Developing approaches for mining data and drawing conclusions. Experience with research design methodology and developing case studies. Conduct multivariate statistical analysis. Conduct content analysis and interpret results and discuss their implications with the evaluation team and client. Write reports, presentations, briefings, and manuscripts.

2. Plan, develop, and implement new and existing evaluation projects. Write sections of grants and proposals. Remain current on literature related to evaluation methodologies and approaches. Lead meetings with high-level officials in governmental and non-profit organizations to present evaluation results and discuss new work.

QUALIFICATIONS: Ph.D. degree in a social science or public health field. Minimum of 15 years of experience preferred. Proven experience in various research methodologies (including both qualitative and quantitative), and statistical analysis (e.g., multiple regression, ANOVA, mediation analysis). Exceptional oral and written communication skills, and communicating technical information to both technical and non-technical audiences.  Excellent interpersonal skills, including the ability and flexibility to work in a team in a collegial manner, and work independently as needed. Strong organizational and problem solving skills, including the ability to manage multiple tasks and respond to multiple demands simultaneously. Strong attention to detail. Proficiency in Microsoft Office (Excel, Microsoft Word, PowerPoint, and Outlook). Experience working with major statistical software packages, preferably SPSS. Experience with qualitative analysis software, such as Atlas.ti or NVivo.

Any experience evaluating federal programs, especially at NIH and NSF, is a plus. Salary and benefits commensurate with experience. Any offer of employment will be contingent upon receipt of acceptable results from a background screening.
